Refugium with loads of macro algae will spark the pod population or just add some macro to your sump in a spare compartment. I have macro in my DT & there's always loads of pods for my pipefish to feed on.
A refugium is the best way to grow copepods. Pile up some rock or rock rubble to give them a place to hide and multiply. Although they will likely get seeded from live rock, I seeded mine with both live phyto and live copepods early in the life of my system. 3 years in, I have enough pods, rotifers, etc. to feed two mandarins, a 6 line and the assortment of coral in the DT.
No fish around or worms!!!
Copepods (plankton) is the main food source for all life in our oceans, that being said- copepods are on the menu for just about anything living in your tank
