I do not yet have a fuge and before I added fish (after my tank cycles) and only had my cleaning crew, I added copepods to my sand bed a few months back. I have had 2 Ocellaris, 1 BTA, and one purple firefish over the past 2 months. My question is, can I reseed my sand bed with new copepods until I set up a fuge? I am looking to get a diamond goby and possibly a tank raised mandarin goby and I want to have a supply of their natural food source.
 
You certainly can. You need to make sure you provide a food source for the pods too, such as phytoplankton.

Yes, I do have a supply of phytoplankton as well. Would I broadcast the phyto in the tank or place them closer to the sand like I would the copepods?
 
I broadcast the Phyto in my tank. Make sure you turn off your skimmer for 30 minutes after adding.
