Is it a good idea to add a live batch of copopods to a tank once it’s finished cycling, a few days before you add the first fish? The tank has dry rock so I was thinking that adding a culture of them would be a good idea?
 
You could add a bunch and wait a week for fish. Let them reproduce and get a foothold in the tank before adding livestock. You can look into culturing them for a continuous food source if you will be keeping fish that feed on them like dragonets. My opinion is if you are at this point just take the time to get your tank functioning and in game form before adding livestock. I think you will have greater success.
 
Yes- let them establish themselves before the livestock that will consume some of them arrive.

So let the tank finish cycling, add the copopods, wait a week then add live stock? :)
