I have a qt tank that was used one time for copper 6 months ago. I want to use this tank as a coral at tank and to hold some live rock rubble for use as frag plugs. I have read some reports that say the silicone can leach copper. What are the chances my live rock rubble will absorb that leached copper and kill inverts when I place that rubble as frag plugs in my main tank?

Rock will absorb and release copper. A tank/equipment will not. Chuck the rock (anything calcium based that was in the tank when you used Cu)....everything else is fine to re-use.

Used in my 210 removed all copper traces and I had used the copper treatment for two years . Then i went total SPS

Yup this product works well. Add this to polyfiber pads on a wave maker, carbon, and GIANT water changes, and you'll soon get there. Replace all media after the first week. Repeat after two weeks. During that time I would have done two or three 90% water changes.
