I am QTing a wrasse and I put a small Tupperware container with some sand in the tank so he can borrow. Will the copper power still treat him if he is in the sand?

Consider changing out the sand once a week just to keep things nice and clean to help avoid any possibility of infection while the wrasse is diving into the sand. You don't want to give anaerobic bacteria a little pool to grow and do some damage. Especially as the wrasse's immune system will be challenged a bit by any meds/copper you are using for its benefit.
