Likely an abrasion of some sort, with possible bacterial involvement.

If you decide it needs treatment, you'll want to use antibiotics in a QT environment. Generally good success with either Nitrofuracin Green or the combination of Metroplex, Kanaplex and Furan-2.

Could also be Lymphocystis. Mine had them on it's fins when it was in QT and lost them after he was moved to the DT. If it is Lymphocytis I wouldn't worry unless it grows to the point of making hard for him to eat. I'd also keep an eye on that marking on the copper band under the black spot... maybe the start of an infection? If it is an infection, work fast, I lost my first CBB to an infection, it happened very quickly. The triple combo of Metro, Kanaplex and Furan-2 that Bruce mentioned covers a wide range of infections.
