Coral Algae won’t get the hint..

I have green & purple star polyp frags in my 20g AIO with a green algae film that constantly grows on top (see pic below). I have gently taken it off with a soft toothbrush countless time & it keeps coming back? Water parameters are stable.. nitrates are at 10-15 PPM. Any thoughts?
I have them on some elevated as I was having substrate issues recently wanted them out of harms way. But even elevated, the green algae comes back. My 2 other frags (Xenia & green birds nest) are so far I impacted.

my substrate issues coincidentally started when I brought both home, although I had other issues too.

Sounds like the normal stage in a tank. I would get some snails to help keep everything clean. A strawberry conch for sandbed, trochus snails for rock and glass, and cerith snails for sand, glass and rock.
 
I’m definitely battling the uglies. But I do have 2 trochus & a medium sized nassarius, can I add more in a 20g? I don’t want to to overstock my CUC..
 
You cant battle them you just do your best. Time is the only thing that will get you to that stable point of a reef. Pest and algea come and go.

Absolutely you can add more.
Nassarius are not gonna eat algae.
You could easily get
5 more trochus
10 cerith (these guys are small)
1 strawberry conch
And you may still need to get more later. But increasing number slowly is good.
