I noticed that my Coral Beauty was rubbing up against a rock while I had my camera out, so I took a short video.

Does this look like there's any cause for concern?

Mine dose that too sometimes

I watched her for about 30mins this morning and she didn't do it again.

Something itches.

Could be ich, velvet or flukes ... or it could be just an itch.

Cause for vigilance, yes - panic, no.

I noticed that she has a pale spot on her left front side and on her right middle of her body. My clownfish and blenny don't show any abnormal behavior, and the mandarin is always hiding in/out of rocks and too hard to find [she's <1"].

If it is ich, is there anything that I can do to help mitigate it? I feed pretty heavily and all of the fish [aside from the mandarin] eat pretty aggressively. None of the fish ever show aggression towards each other [female to male clown excluded].

I've read about garlic [which I occasionally add to the frozen slurry of food] and increased feedings. The Coral Beauty and Blenny don't touch seaweed that I put into the tank [red seaweed]

Garlic seems to work best as an appetite enhancer - I don't think it's any more than that. There are basically two ways to handle ich - "Ich Management", which means you keep your water quality high, your nutrition spot-on and your stressors low, and "Ich Eradication", which means you pull all the fish into a quarantine tank, wipe out the ich using copper, Chloroquine Phosphate or Tank Transfer Method, and you keep the fish out of your display for 76 days, allowing all of the ich theronts to hatch and starve to death with nothing to feed on - and you quarantine any new incoming fish. Inverts and corals should be QT'ed as well, kept in a fish-free tank for 76 days, to make sure that ich doesn't get back into your display.

In an ich management tank, if your heater goes down, or your home AC unit fails on a hot day, ich may be able to gain a foothold, due to the fish's stress levels. In an ich free tank ... it can't.
