Yes but be careful not to touch it can release palytoxin which is not good lol

its on the back or a rock, should I just cut it an remove with tweezers?

I would leave be unless you really don’t want it tweezers would most likely make it release the toxin lol

If it's hurting coral u care about then u can remove it. If u cut it at the base you can stick it in a hole or something and if it's not blown away it may reappear in a few days or weeks. As mentioned these have palytoxins but it's no different than zoa's.
