Here's a picture of what the skimmer looks like on the highest setting. I'm stumped, everything is where it's supposed to be and placed correctly. Does anyone have an idea of what's happening? (the skimmer is new)

Breaking in of the new skimmer, but that suppose to overflow the collection cup.
You sure nothing is blocking the air inlet?
Try blowing air in it your self.

nothing in it, it is hard to blow air for the bubbles to spill over, im thinking maybe the tube is pinched?

That is possible, you have a new airline on hand to try?

hmm I don't believe I do, but tomorrow I'm going to my lfs. This tank is cycling so I'm thinking there isn't enough bioload for it to pull anything? but that wouldn't make up for the air bubbles

Correct.
You can test the tubing by taking it off and put on one end your finger and other end you blow.
If air escapes you'll know.

I would wait, your skimmer might not have broken in

Salinity can have a massive difference to the bubbles produced (all to do with density and surface tension) less salinity equals bigger bubbles which isn't a good thing in terms of skimmers.
When trouble shooting always go for the simplest to fix first.
Skimmer placement relative to water level is also a contributing factor

Good luck
