Maybe, but in my experience it could also be cyanobacteria. Does it come off the rocks easily or is it almost rock-hard?

It doesn’t really brush off and it kind of glows under the lights. From what I’ve seen in other posts I don’t think it’s cyano. I could be wrong though.

That's a good sign it's more likely coralline algae. Observe over the next few weeks and see how it matures.

Give it a few more weeks and you should be seeing a lot more of it. Once Coralline takes off all that rock getting light will be purple.

In my experience coralline algae typically starts on the plastic pieces in the tank such as power heads before rock. Do you notice any on the plastic parts in the tank?
