Could a Valentino/toby puffer work in a 25 gal?

Looking to add a toby to my tank. I’ve been looking at the Valentini, and also the leopard toby as it’s the smallest one. Would either of these work? I’ve seen people say it’s ok yet I’ve also seen people say they need 30 gallons, but 25 is pretty close to that. I’d also probably try to get one that’s pretty small, and would be fine moving it if it eventually got too large yet would prefer not to.

No in the long run unless a upgrade is planned in the near future

I would go for the leopard, not only are they the smallest, but they are also the most docile. I definitely wouldn't do the blue spot or the hawaiian spotted as they tend to be more aggressive and get a bit larger. There's a couple of sharpnoses that also tend to do better in larger tanks. The only one to risk in a reef would be the leopard, and that would be a 50/50 proposition.

It’s a reef without too many corals and no shrimp. I’ve heard that (especially leopards) mostly threaten shrimp/snails/crabs yet if it picked at my corals I wouldn’t care too much. Currently have a clown pair plus a very small Randall’s goby in it.

Yeah, I’m not too worried about if it eats any of my corals and I don’t have any shrimp/crabs either. I had a feeling Valentini wouldn’t work, at least at full size, sad since they look so cool!
