it's not bryopsis, already treated the tank with fluconazole and it did nothing to it

Looks like pain old hair algae.

Check your nutrient levels. Phosphates should be between .02 and .04 and nitrates 3 to 8 ppm
 
Looks more like bryopsis than plain old hairy algae to me. Hairy algae doesn't have the side shoots I see here... at least not that I've ever seen before.
 
The fluconazole is from a same batch that I used to treat another tank and it started killing it within days, this doesn’t quite look the same
 
There is Atleast a few strains of bryposis I would think. Mine looked similar. Fluconazole will toast it quickly for sure
 
Is that rock removable? Maybe a good scrubbing with peroxide will kill it...
