Is it a possibilty that the little polyps that remain could recover and grow over the dead skeleton?

If the coral recovers from whatever put it into such a state, it'll treat the dead skeleton like inconveniently placed rock and will grow over it. It can't put flesh back into the skeleton like it was before, but corals can work with rocks around 'em just fine.

IME, It is possible for a coral to recover from that state and yes as @Tired has said it will grow slightly deformed due to having to grow over the old skeleton. I will say that it is not likely that this coral will recover. I have not seen many come back when they are that far gone, especially when it is only a one or two head frag.

Keep everything stable and it may have a chance. Good luck with it.

Not too surprising; something was clearly ticking it off in the first place. Too bad, though.
