Next, my situation

I recently had to downgrade tanks after a leak in my 75. The previous tank was having some hair algae issues and coincidentally the tank sprung a leak at the end of a 3 day lightless period. Bad timing eh? Thankfully i was able to move it all to a brute and had a new tank up and running 48 hours later, a 60 breeder. I washed all of my sand and did a final rinse with ro water. Only half of the tank is currently lit as i had a light go out on me. What luck!
Anyway, i still have hair algea however i seem to have some other type of algea/bacteria blooming. My first thought was cyano do i did a chemiclean dose and after three days i noticed no difference so I actually looked a little closer and decided it didnt quite seem like the cyano i have dealt with in the past. With the lower nutrients ive got might i be looking at dinos? Most descriptions ive seen say that the dinos usually have little air bubbles attached to them which i did not see.

Anyways, pictures are included. Ill do my best to promptly answer any questions and will appreciate any and all advice.

Do the corals seem effected by it? Also u may want to get an icp test and send it in there could b something other than phosphate fueling the algae also did u put the sand back in the tank after the rinse because u removed all the beneficial bacteria from it when u rinsed it that could b causing some of the problem if i were u i would syphon all that sand out and go bare bottom for the time being u can always add sand slowly back in a little bit at a time later theres alot of variables here that kinda all happened at once so until u can identify the cause u cant fix the problem in a last ditch effort to rid the tank of the algae u can always use vibrant
 
Tested again today, 0 nitrates, 0 phosphate, slime with bubbles. Looks like ive got my first run in with dinos. Turned off skimmer, removed gfo. See how that goes for a week. Ill use a baster to remove once in the morning and once before bed.
Our other tank, my wifes 16 gallon looks amazing. No skimmer, gfo, just a small refugium.
I put the sand back into the tank, but bacteria in the live rock, about 70 pounds that has been in the tank for a year, should have plenty of bacteria. I even kept about half a gallon of the sand unwashed and added it to the refugium.
I think ill see how my routine does this week and whether or not i see any improvement. I would love to go bare bottom, however i love my sand dwellers more(wrasses and jawfish).
