Has anyone ever also used this as a HOB filter/sump? My reasoning is my current tank is already very simple, with a HOB filter and no sump. If I get this refugium could I put a panel in the middle and add the mechanical filtration, bio media, etc from my HOB filter to this refugium? The size I'm looking at is 4.7 gallons, which is almost 25% of my water volume, I have a 20 gallon tank.

I had one for my old 36Bow. It had a skimmer function too but I doubt that was very effective. Overall I liked it a lot.
But I got mine used locally - pretty cheap. For the price they ask I’d probably go with a nice IM AIO instead. Like:
