Can someone tell me what they mean? Is it the little plastic black tip that goes over the intake air tube?

Is this it? I have one on my other skimmers. The HOB skimmer I got is so darn loud. You put it over the air intake tube and it’s supposed to make the skimmer more quiet? I think it’s this?

Yes that is an air silencer and will quiet the skimmer down drastically so you won't hear that horrible sucking noise as air is drawn into the airline.
