Honestly it depends on what you like. Do you plan on a tank with 1 tiny fish or just inverts/corals? Will you be using a skimmer and how often will you do water changes?
Assuming it has 1 fish, no skimmer and a water change every week (easy with such a small tank) I would personally go with 2 trochus snails, 2 nassarius snails, 1 astrea snail, 2 cerith snails and 3 blue leg hermits. If your tank ends up being too clean and they get hungry make sure you put some nori in for them to munch on. Maybe you could also go ahead and feed a little more, the fish will definitely love you lol
My emerald crab does an amazing job of cleaning my sand (well, crushed coral) but I think I have an angel emerald. She eats bubble algae, vermetid snails, and algae from GHA to diatoms. The cerith snails also tend to clean around the sand during the day. Maybe you should get another nassarius snail as well if you're looking for clean sand. My CUC is geared mainly towards clean glass, a bit towards the rocks and nassarius snails for the sand. Usually the pretty fish and corals pull your eyes away from the sand
