Culturing Phytoplankton?

Instead of culturing phytoplankton in 2L bottles could I just use a regular 10 gallon tank and a Powerhead?

I was also wondering if Rotifers and copepods could coexist?

You can culture in any container! However Rotifers and Copepods will outcompete/eat until one population(Copepods) remains usually. Usually only need Rotifers for small fish fry anyways.
