I have 2 hippo tangs in quarantine for two weeks now using cupramine one has no spots the other never got rid of them . Should I try a different copper.
and do I need to get all cupramine out of tank to start over.

Use copper power, but yes you will need to get all cupramine out, how are you testing copper?
