Hi, I start a new tank and use dry rock which i cured a few months ago with chlorine (then use anti-chlorine and wash them with great care), the rocks are entirely white and have been more than 6 months , believe that it is necessary to cure the rock again. the same question for my substrate. No you do not need to use bleach again, the rock is clean. I would rinse it before use.
You could pre-cycle the rock for a week or more prior to use in the display if you wanted to.
