I jump started my recent cure by putting about 50 gallons of tap water in a100 gallon stock tank, along with 2 gallons of bleach. Let it steep for one week and then rinsed multiple times. This was followed by air drying for a couple weeks.

Bleach dissipates rather fast, so it is gone within a couple days anyway. Still smells though. :) I have used the acid bath method, the bleach method, the leave it out for a year out on the deck method, even just soaked in vinegar once.
Still get algae. :)
Go figure.
