Cyano/bryopsis issues

I started my 65 around January or so, can't remember the exact date. I recently started having issues with cyano and bryopsis. Tank water tests .25 for phosphate, I have no idea what the fresh RO water tests at, API kit is too difficult to read for freshwater. I'm wondering if I didn't cure the reef saver dry rock correctly or if it could be new tank syndrome.

Cyano could be lighting,flow,feed issue.Bryopsis could have been brought in the lfs. Shoot Mg up to around 1500 for about a week And that should kill it
