Cyano, Dino, or something else?

Hey everyone. New to reef tanks. I bought the tank used a little over 1 month ago. Started over except for filter media. Cycled. Have 2 clowns, a bunch of snails, and 4 small frags.

Tank: Red Sea 170 (43g with sump).

Skimmer: Bubble Magmus Curve 5

Light: Kessil A360x; BRS recommended settings. 12 hours of light, including ramp-up and 3 hours at peak. Currently on day 5 of 14 day acclimation period

Water Parameters:
Temp: 79
Ammonia: 0
Nitrite: 0
Nitrate: 5
Phosphate: 0
Calc: 425
Alk: 8
Mag: 1290
Salinity: 1.0245
PH: 8.6 (was steady at 8.3 for almost 1 month, then shot up to 8.6. Not sure why).

Problem:
The sand is starting to turn a red/brown color. Seems to get better over night with the light off, then comes back full force during the day.

I did a water change and siphoned it off the sand, but it came back 1 hour later.

Haven’t figured out how to take pics yet (bought lens filters that arrive tomorrow, hopefully that helps), but pics below. One before water change/siphon and one after.

What is this stuff? Cyano? Dino? Something else? How do I get rid of it?

Here are some better pics. There are tiny bubbles in some places. Disappeared overnight then came back.
