Cyano or Dino, or something else?

This algae/bacteria started about a month ago and exists on two corals. Currently they're only small patches that I have been controlling by siphoning them off the corals. I'm hoping to get some direction on whether my nutrients are too low or too high, or other factors that may be causing the problem.

My guess is I run phosphates too high. My Phosphates generally run 0.02 to 0.05 ppm (check every day or so with Hanna ULR checker). I also have been struggling with GHA since the tank started 2 years ago. I've also been struggling trying to find the right level of phosphates for my corals. They seem to do better with elevated phosphates, hence the GHA. But I'd really like some guidance of that too.

I've attached 3 pictures. One of the algae/bacteria, one of the tank and one of the refugium. FYI, the refugium is now growing chaeto like crazy, since I've switched to the a Kessil H380 a few weeks ago.

Any guidance would be greatly appreciated.
