Cyano or Dinos?

Hello all!

Sorry for posting another ID thread but I am struggling on telling whether or not I have Dinos or Cyano

Params:

Nitrate: 0 (API test kit)
Phosphate: 0 (maybe 0.03ppm I see a little blue in my sailfert test kit)
Salinity: 1.025
Temperature: 80 F

Here is a video taken in white light of the issue I am facing.
