Cyano or red hair?

I can't seem to tell if this is beneficial bacteria or not. Unfortunately I think its the bad stuff, and if so what should I do?

Rocks look brand new. You're going to have all kinds of algae. Nothing to worry about. Remove what you can by hand during water changes. Keep parameters in order.
