Cyano outbreak

I have been battling NO3 and PO4. Started as an outbreak of unknown green algae, but now I'm facing cyanobacteria. Every time I siphon off substrate and rocks, 2 days later there's more than before... I currently have these parameters:

KH:10.6
pH: 8.2
NO3: 5
PO4: 0.2
CA: 390
Mg: 1360
I2: 0.9
Fe: 0
K:404
Salinity: 34-35/ 1.025-1.026
Temp: 77.2

I have stopped dosing NoPoX 2 weeks ago.
Stopped dosing I2 1 week ago.
Cut feeding amount 1/2 a month and half ago
Did a 15% H2O change 2 days ago w/ cyanobacteria scrubbing. 10% H20 change 2 weeks prior
Cleaned 75% substrate 4 days ago plus 50% 2 weeks and 4 weeks prior
Added activated carbon to filtration chamber 3 weeks ago.
Added nitrate filter pad to filtration 3 weeks ago.

Suggestions on how to move forward? My instinct is to move everything to the 30g qt tank and rebuild my 75g...

Phosphates to high .Should be.1 or less
Alkalinity is to high to . Should be 7-9
calcium is low .should be 410+
I would do a water change to correct all these parameters at once . Then use Chemiclean it works. Follow the directions. And I would use a salt mix with good parameters, I use red sea blue bucket.
mare you vacuuming the sand? You should.
