If it covers and smothers them yes. If it touches or looks at them. No.
 
Probably not, but if it is out of hand then whatever is causing the cyanobacteria is probably an imbalance in water chemistry - and that can definitely hamper coral growth. I had a problem with cyano a while back, I found out that my PH was high so I tried to fix the issues at the core. I'd just make sure to monitor your water chemistry and fix any imbalances if there are some.
