Cyano?

can anyone tell if this is cyano? It is fast growing with long strings. I can't seem to keep phosphate readings above 0.00 with Hanna checker and using Neophos. Chemiclean didn't help much.

Well that's not what I wanted to hear. What's the best way to get rid of them? I've been reading the Dinoflagellates posts here and have been trying to keep No3 up to 5ppm and phosphate 0.02. I've had to use a lot of phosphate to keep readings above 0.00. Corals are looking better with higher nutrients. Should I go for a three day blackout?
 
I’ve never had them, so I couldn’t tell you how to get rid of them?
