Cyanobacteria or Coralline Algae and is this good or bad?
Tank is 10 Months old
PH: 8.3
Phos: 0.01PPM
Alk: 8
Cal: 480

Looks like cyanobacteria. Did you try and bush some off with a toothbrush? Coralline algae is not going to brush off easy.

I just tried and no go i was adding enough pressure on the tooth brush that it moved my rockscape
 
The coralline in my tank has a similar look in the color as your pics. It's pink and maroon, with both colors blending around and together. But the algae in my tank has no "hairiness" to it at all. Which makes me say, I haven't a clue what the red hairy stuff is in your tank. Sorry.

Annoying if your not into it.
Ime with mine , it grew a bunch , and then I hit it with the toothbrush and it didn't come back to those spots. The algaes cycle through a tank thing is quite true.

If you can, pluck some out and feel it and put it in a dish, cyano corraline , and alges all feel and smell a bit different.
 
Tried that also and didn't work, it also seams that it has hair on in red hair hard to see with my camera on my phone ;(
Did you ever find out what it is? Interested, mine has started (3 year tank) and I’m hoping it’s coralline. Mine is hard to scrap off.
