Looks like it to me. Does it blow off easy?

yes.. its very slimy too. currently only in my cheato reactor... probably popped up because I haven't done a wc since December because a battle with dinos.

is it toxic to fish? how can I get rid of it?
It wont harm fish.
It likes light. It will die without light. You can try a black out period. Usually 3 days will work. It might come back depending on your water conditions. No light for 3 days might be a problem for your cheato . You could try a 1 day black out and see how it goes. Wash it off the chaeto first.

Yes it is. Rinse it off under tap water. Even the Cheato. It will knock it back and might just get rid of it. Wont hurt fish. With your reactor, nutrients will come down fast and it won't be able to live in just a short time. If it doesn't, then try to find a way to increase flow and or add light to it that might be the magic bullet. It is not a big deal unless it starts to cover your coral. You have a good idea thing started, stick with it!
