I have a frag tank with a good amount of marine pure balls with a hang on the back refugium with no chaeto yet. It’s been cycling for a month and nitrites and ammonia have been stable at 0.5 for 2 weeks Ammonia is 0.25. Half my bio balls were live rock from a cycled tank I also added bacteria to cycle the tank as well. I feel like there is just no progress. My question was If I were to do a 100 percent water change and refill the tank with my cycled tank water will that cycle it faster?

No it will not. 25 percent would be of some benefit and a bit of bioload.
 
TBO cycling takes time. Can you post everything about this tank build. Size, filtration, etc. Will see if we can give some advice that will help your specific situation.

Yeah I’m aware it takes time but this one seems different then other times I’ve done it. It’s a 20 gallon frag tank 24x24x8 I put in live rock(marine pure balls) and it cycled immediately. A couple days later I added a hang on the back refugium to it with live sand and ever since then it started a cycle. I have about 15 marine pure balls inside. When I noticed that none of the parameters will go down I added nitrifying bacteria to it maybe I added to much.
