Cycle Question for new 75g Reef Tank

Hi everyone, I have a cycle question regarding my 75g Tank. I'll provide some background information now.
I filled the tank a little over 2 weeks ago with RO/DI water (0 TDS out of the unit). 1.026 Salinity. I started it with the LifeRock from CoralLIfe and Live Sand, not sure about the true effectiveness of the LifeRock but I like the purple look lol. I also dumped in a 4oz Bottle of Dr. Tim's one and only. The tank also has a peppermint shrimp and I feed a cube of Mysis every couple of days. I got around half a gallon of saltwater from my LFS as well and added that to the tank.
The total Tank Volume including the sump is approximately 92 gallons. I am running my skimmer (Reef Octopus, I am unsure of the exact model as it is a hand-me-down from my Uncle but it's rather large) and also have a small refugium going. Furthermore, I also have a dual media reactor but it is not running during the cycle. I will include pictures at the bottom.
My question is why have I not seen a diatom bloom yet? In the past when I was younger I set up a 29g BioCube and had the bloom within a week, it's been about 16 days, and still. no bloom. Also, my ammonia is staying constant at around 4.0 PPM and hasn’t lowered since I have been monitoring it this past week.
 
Just out of Interest, what do the Dr Tim's instructions say about skimming?
 
Not sure about the lack of diatoms.

I would quite feeding the tank mysis. There's no need at this point to keep adding any food or ammonia source until you have fish.
