my rock work collapsed so I’m gonna have to drain & refill the tank. Will this affect the cycle?
 
Sorry, why do you have to drain and refill the tank?

Assuming you don't shock the system (ph/temp/salinity) and cause a mass dieoff (and all the rock is returned), it won't affect the cycle at all.
 
The whole thing fell over & I wouldn’t be able to scape it properly without draining the water. Too much rock everywhere & I can’t seem to place the shelf rock properly while it’s submerged

It may. Depends on how long your rock is out of the tank, junk flushed out of the rock and sand, etc.

I would get some bacteria (Bio Spira is amazing - used at shows by many) and Ammonia treatment (Prime is a fav.) or - at least Prime.

A temp place for all your pets would be a good idea to avoid the crush factor. (Brute garbage can)
So, Plan for the worst and do your best.

Check out BRS video on Aquascape regrets -- you have a chance to glue/ secure your rock and avoid this in the future.

I assume this means your tank is currently cycling? Even if the cycle starts over, it may be worth it to get the rocks sound. If you drain it, you can use reef safe silicon, fiberglass rods, etc to hold the rock work together.
