I put a small piece of filter media from another tank to jumpstart my new tank, but there’s no heater as it’s arriving tomorrow.
Can a tank technically cycle without a heater? Did I kill of the bacteria in my filter media, there’s more though. My room temp is probably about 70.

One day without a heater isn't going to kill anything. There's no reason it wouldn't cycle, it would just take longer since the biology acts slower at lower temperatures.

You will need to go sub 0 to kill bacteria
