Alright so I’m starting up a 2 gallon pico and was wondering if I take water from my well established 32 gal tank would I even have to let it cycle?
 
A tank won't cycle from water. Water does not contain beneficial bacteria, just nitrates. Your best bet is to either put some bio media from your established tank and use it in the pico or a small rock.

Give it a try. Test whether its working by dosing a little ammonium chloride and observing whether the ammonia level declines. The potential downside is that you are also introducing all sorts of microorganisms.
