Cycling,cloudy water,jelly question

My new tank build has been cycling for 20 days now
It has been cloudy since day 1 and hasn’t changed a bit
I just started my skimmer 2 days ago along with my UV and still not a change in cloudiness.
Today I got into my sump and noticed some jelly like substance floating around all over the place, even found some jelly substance stuck to one of my apex probes. In 13 years iv never seen such a thing. Was curious if it could be the pvc vinyl tubing I use for my UV(because I can see a color difference from the tube in the water vs the tube not in the water) or if it could be ale thing else
20 days into the cycle(and things are moving in the right direction) but as of now I’m considering draining the tank,pulling of the equipment and doing a deep clean and just start all over. What’s your opinions?

All you do is a full water change, clean out the pipes and begin. It's not uncycled, you just need to clear the mass that's been overfed
