I am currently cycling my 10g frag tank with a heater, power head, 5lbs of pukani rock and I have had a table shrimp in the tank for 4 days. The tank is only half full bc I had an issue with my RODI. The water is cloudy and it's stinking pretty good. Should I keep the shrimp in there or take it out?

I need to pick up an ammonia test tomorrow, no nitrite or nitrate yet. Also should I add a bacteria supplement?

You can probably remove the shrimp and feed the tank very small amounts of food to keep your cycle going. I personally always use pure ammonia because its a cleaner and faster method, but to each their own. You can add bacteria if you want, all it'll do is speed up the process... some. Your system is ultimately going to grow that bacteria anyways, so if you're patient and want to save some green, then wait it out.
