Cycling parameters help/stalled cycle???!?!?

Hello guys, im stuck at the moment. So i have been cycling my tank for a week and a half and i dosed pyre ammonium chlorud on the first day and third day. Ever since the third day, my ammonia has barely dropped. Yesterday the ammonia was at .25 and nitrites at 3ppm. As of today my ammonia levels are very difficult to read. Am i on 0 pmm? And my jitrite has gone down to 2 ppm. I am wondering if my cycled has stalled?

I am planning on dosing again once my ammonia is at 0 and dose until i can go from 2 ppm to 0 in 24 hrs.

I did a test to where i added just ro di water and tested it for ammonia to get reference as to how 0 ppm should look like. The water after adding the reagent, was crystal clear but this one isnt, its still blurry but it looks like 0ppm

Gotta take into consideration rodi water is straight water. Test water has salt/nitrites/nitrates in it I would think that would make it a little more cloudy.
