Cycling with ammonia

Three weeks ago I started my cycle with 4ppm ammonia and bacter7. when I started to get Nitrates I cut the ammonia doses to 2ppm and than 1ppm once the ammonia got below 1ppm. The last two days after dosing the night before my ammonia reads 0, nitrites .50 and Nitrate 40ppm. Is my tank finished cycling?

You're good... Bacteria consumes ammonia which gets you nitrates. Pretty fixed cycle.

My 2 cents
With both zero NH3 and NO2 you add some ammonia. The next day you want to see 0 NH3 and 0 NO2

How much total ammonia did you add? It sounds like an unusually large amount.
