What damsel is this?

It could be a fiji blue devil but it looks more like a Coco’s Damsel. Can you get a clearer photo?

I'll throw in juvenile Pomacentrus cheraphilus (Silty Damselfish) and juvenile Pomacentrus proteus as possibilities.

Edit: just to add, the blue circle around the black dot near the tail are distinctive features.

Second Edit: it seems quite a few juvenile Pomacentrus spp. can look similar to this - P. simsiang and P. grammorhynchus are two more examples.
