Day 12 of cycle

my tank cycle is on day 12 im using fish food ever other day ammonia is 0.25 and nitrites are 5 ppm are this levels normal

They both need to be zero before adding fish. What brand test kit are you using?
Keep in mind being cycled is not the same as being established. I highly recommend adding some live rock to help your tank get established.

ywa i use API test kit would bottle bacteria be good if i turn the UV off

API tests are notorious for giving false readings of 25 for ammonia. There is no reason to run a UV while cycling a tank that I can think of. It definitely would kill some of the bacteria in a bottle. The bacteria’s in a bottle are good but still not as beneficial as true live rock.
