Upgrading my 55G to a 75G. I'm not using any of my live rock from my current tank as it was infested with bobbit worms. Every time I thought I caught the last one, there was more in there. That prompted me to start over with a new tank and transfer my fish into it - leaving the Bobbit Worms for dead.

I picked up some dead rock from my friend who took his tank down about four years ago. I cleaned off the rock pretty well, but am aware that dead matter definitely exists inside the rock. I've gotten conflicting reports on what I should do next. Should I cure the rock in a bin for a few weeks and then put it in the tank? Should I cycle the rock in the tank? Should I use turbo start to get things moving a little more quickly? My other tank is still going fine, so I have options right now. Some people said since I can wait to let it cycle I do not need to cure it in a separate bucket.

Any feedback would be appreciated.

There are many differing opinions on this as you have already started to figure out. My recommendation is to cure then cycle (BRS has several YouTube videos on this topic). Good luck!
