Deciding on lights

Hello,
I am trying to decide what light system i should use, i have a very limited budget. My setup is a standard 29 gallon, what i want to keep eventually is some zoa, a torch and hammers, and one day a clam.
What i have been looking at so far is a sun grow 2ft 4 bulb fixture, or some par 38 with 2 t5 bulbs making my own hybrid light system. Im planning on getting a par meter soon so i can check my lighting regularly but i figure i would ask if this would be enough light, would i be to much, or for around $150 to $200 is there something better that would do the whole tank and let me keep everything i want?
 
For only 12 inches front to back, I'd suggest a light bar rather than spot fixtures. Have you taken a look at the @Orphek OR60 light bar? Only $120 shipped to your door for a 24 inch fixture which should cover your tank well. They will work with you to determine the correct lenses as they custom build each one.
