Hello. Is anyone aware of some sort of device that can trigger a cooling fan to turn on when a tank reaches a certain temp and back off? apart from apex?

Yep... InkBird ITC-308 is one example that handles cooling and heating.

I use the Digiten DTC-102. It can handle both cooling and heating devices. I just use the cooling side to control a fan. It works as advertised!

Since OP is in the USA, here's non-Wifi version with coated probe for aquariums:

Thanks. I guess I wasn't wording it right on google so I couldn't find any options. I found that the inkbird ITC-308S is specifically suited for aquariums, in case anyone stumbles upon this thread and is interested in the product.
