So trying to understand this, left canister is layered with Anion and Cation, top being the Anion which is fully depleted from the looks of it. The right is a mixed bed. So is this a bad bag of Cation or that nothing is in my water using it? With the cost of this, if I'm not using part of it I'd rather not pay for it.

That is what I would expect in most cases. For me, anion depletes about 10x cation. Cation does eventually deplete. I keep them in different cannisters so I can replace spent anion without throwing out good cation. Once the anion is depleted, it will deplete the mixed bed much more quickly. Mixed bed in your picture looks depleted also.

If you don't want to put cation in a separate cannister, you could also adjust the ratio in the one combined.
 
most folk will chew thru the Anion far faster, especially those on well water. For as cheap as those canisters are, just add one on and separate the anion and cation. You'll then only have to change the anion and watch the cation last forever.
