I introduced a mandarin to my tank 3-4 weeks ago. I did not QT.
2 weeks ago I noticed some cysts/nodules on my Sailfin Tangs pec fin. The following days I noticed an array of marking on my bluethroat trigger and more on the sailfin and very few on a flamefin tang.

It’s hard to describe the markings. There are certainly dots/spots to a degree that may indicate velvet. However, it also apprears that the slime coat has been affected because the fish looks cloudy and pealy as well. The trigger looks the worst on the body and the tangs on their fins. The find are losing a small amount of flesh on the tips and they also look cloudy.

The above symptoms lasted 5 days and were NOT accompanied by flashing, lethargy, lack of appetite or heavy breathing. The symptoms cleared up on everyone except trigger and her symptoms mostly cleared up.

Fast forward several days to last night- all of the symptoms have returned. They are now affecting the foxface. The foxface has a few Small white spots that are about the size of #7 pencil lead.

Two of the fish are unaffected: a candy hogfish and a starry blenny.

This feels like a poor description. Please ask questions or pm me and I can text videos or more pics!

The trigger is a) the easiest to photograph and b) displaying the most clear symptoms

I can try to get photos and videos of the other if further resources are needes

From your description, I'm leaning to Brooklynella. This disease can afflict any species of fish, not just clownfish. It can often present itself initially as Ich or velvet in appearance. Here's a couple of links you may want to explore as you can see your fish much more clearly than we can.

Photos look more like ich. How long do the spots stay without moving?

Brook was one of my first assumptions. However, like many others I assumed it was rare outside of clownfish. Considering the fish I introduced was not a clown and was not in a system with a clown (not sure how long the latter statement is true for) I wrote it off.
It looks like a combination of Lymphocytes, brookynella, and ich depending on the fish.

Is there a treatment that will take care of the brookynella and ich? I am assuming formalin perhaps?

Does the fact that symptoms cleared up indicate anything?
What about the stable appetite?

I am not sure, it's hard to identify anything as moving as the bumps are very undefined on all of the fish except the foxface. The foxface only started to display symptoms ~36 hours ago.

You can treat for both Ich & Brook by using both copper (30 days) and metro (14 days) at the same time. It's safe to use both simultaneously.

Got a decent picture of the foxface. This fish has very defined white spots and no other markings or symptoms. Please take a look

Notice the white slot in the white part of the fish.
 
Good pictures. Looks like you perhaps have a mix of problems. Definitely Ich on the Foxface and maybe Brook on the Trigger. Copper and metro will take care of Ich, Velvet, Brook and Uronema.
