He stays in one area right over the sand, and near his upper fins his body is lighter in color, he also has popeye.

If ich is still present it could be related.
Any damage to fins? Just ruling out possible aggression. Of course staying in one area is also just a hosting thing.
What do you mean by lighter area? Like a white patch or just lighter scales (more of a coloration thing). Washed out color is often stress related.
 
I mean like his upper body near the fins is a lighter shade of orange, which it wasnt when I got him about a month ago
 
That may just be a coloration thing/stress thing.
My mocha started brown and is now full black (minus the head).
When stressed she will go lighter in the fins.
 
Ick is back again sadly

Like I’ve said, qting those fish and fallowing the display is going to be the only 100% way to kill of that ich.
That redness looks bad, and based on those pics the clown is looking very bad.

I'm planning to do hypo starting tomorrow, to try and eliminate the ick, and then I can treat with something.

Something is also causing damage to this clown's tail. I see some possible ich spots, but not in numbers enough to be causing acute symptoms like this. The popeye, if just in one eye, is often caused by mechanical damage. Do you have the ability to isolate this fish? Perhaps in a hanging acclimation basket?

I see what appears to be ich and damage from something.. maybe infection setting in.

Were they fighting at all?
 
I didnt see any fighting, I do have some mesh somewhere so maybe I can use that to isolate him, he has popeye in both eyes, he had it longer ago, It got better, but then came back : (
 
I dont see fighting so I probably wont isolate him, I sometimes watch the tank when im tired and the female never attacks him.
