Diagnosis please

I have a bunch of fish in QT currently. Still waiting out the fallow period but this is what they have been treated with so far:
15 days of Chloroquine Phosphate @ 53 mg per gallon then 33% water change and carbon due to lethargic feeding.
6 days of 1st dose General Cure then 27% water change
7 days of 2nd dose General Cure then 33% water change
In Chloroquine Phosphate for the 2nd time @ 40 mg per gallon because I saw some flashing.

Going to leave in the CP treated water if no adverse reactions for another 21 days but 1 fish has a patch of something on his head. Wondering if it's bacterial?

The wrasse looks splotchy. Have you noticed him darting/jumping a lot, hitting the lid? The wrasses I QT will often physically damage themselves due to their skittish behavior.
 
Kinda hard to tell from the picture. But if what I'm seeing is a white-ish filmy area on the top of the fish's head. Always good to treat these types of areas with great suspicion. Consider treating with a wide spectrum antibiotic. For areas surrounding the head, I like to use Sulfaplex (Triple Sulfa). Can add with it Neoplex to give a wider spectrum of coverage.
 
The Liney is the most skittish one in the QT and I have noticed on more then a few occasions him the pvc tubes like a pinball.
So you might think this is injury vs infection?
 
But then his tail fin looks a little raggedy so I was thinking bacterial infection.

Yup, wrasses cause a lot of self-inflicted wounds. Fairy and flasher wrasses are the worst. At least he hasn't damaged his spinal cord, which sometimes happens.

Abrasions/wounds can lead to infection.
 
Can I use Furan-2 along with the Chloroquine Phosphate?
